WTF, Perl?

So, I need to use perl to use a utility for work. Should be simple.

Except the shitty way perl seems to handle module dependencies, which is incompatible with a shared environment because it needs you to have root access to install new modules. At least, using the recommended CPAN.

I find something on the web which promises to let you install modules into your userspace only it doesn't work correctly.

The problem is that I don't have write access to /usr/local/man/man3 (which I assume is where perl puts module documentation). I'm further assuming there's some setting I can tweak somewhere to set that default location somewhere more sensible. Fuck knows where that is.

FFS, a library path paradigm works perfectly. WTH, perl?
